FOCI Mitigation: A Facilities Location Plan for an Affiliated Company

Companies that wish to request affiliated services must have an AOP approved by the DCSA before they can do so. The Government Security Committee is responsible for the submission of the AOP. The FOCI agreement states that the security measures that the TCP prescribes should be used to prevent unauthorized access to classified or export controlled information by non-U.S. citizens.

The measures to assure that access by non-U.S. citizens and foreign affiliates is limited to information obtained from the Federal Government are being established by the TCP. When a company is located within the proximity of an affiliated company, it is considered to be a concern for FOCI mitigation purposes. It could be in the same building, campus or adjoined buildings with an Affiliate.

A Facilities location plan must be submitted from the senior management official to the industrial security representative for companies in process for a FOCI Mitigation Agreement. Companies with previously approved Collocation Plans are not required to submit a new FLP. Changes to existing Collocation Plans will need to be submitted for review and approval by the DCSA.

The members of the planning team are the ones who will bring the plan to life, including solidifying district and community "buy-in" of the plan and finding the funds to make it happen.
